Raffles Campus (Australia) Pty Ltd is the owner and operator of Pelican Pre-School. It is an off-shore subsidiary, controlled by a Singapore-based not-for-profit organisation, Raffles Campus Foundation Limited.

Raffles Campus is an educational management organisation that specialises in the development, management and operations of international schools, which cater to children from the age of 3 to 18 years.

Over the past 15 years, Raffles Campus has operated and managed international schools and pre-schools in Singapore, Dubai (United Arab Emirates), Rajasthan (India), and Johor Bahru (Malaysia).

Pelican Pre-School & Long Day Care @ Campbelltown is the second child care centre in New South Wales, that is owned and managed by the Raffles Campus Group. The other child care centre is located at Blackbutt (Shellharbour area).
